We serve Palm Harbor homes and condos from our New Port Richey base, with Clearwater as our nearest satellite location. Coastal exposure and older fixtures are common factors on these properties.

Plumbing problems can happen without warning. For urgent leaks, backups, damaged pipes and other plumbing issues, call us directly for the fastest response.
We also handle planned plumbing work, including drain and sewer service, water heater work and repiping.
Palm Harbor's population grew 863.7 percent between 1980 and 1990. Polybutylene supply pipe was manufactured from 1978 until mid-1995 and installed until 1996, in as many as ten million homes across the United States. Those two windows overlap almost perfectly, which is why we see more of it here than in most of the county.
It is usually grey, sometimes white, silver, black or blue, half an inch to an inch across, and commonly stamped PB2110. It was used for water supply only and never for drains. It fails from the inside, because disinfectants in treated water degrade the material, and the first sign is normally a weep at a fitting rather than a dramatic burst. If you have it, the question is not whether to plan for it but when.
Palm Harbor is not a city. Pinellas County Utilities handles both drinking water and sewer, with wastewater going to the William E. Dunn Water Reclamation Facility in the county's north system. Building permits and inspections come from Pinellas County Building and Development Review Services, and plumbing contractors are licensed by the county's licensing board.
It is a small distinction that matters when something has to be permitted quickly, because the office, the portal and the inspection process are all the county's rather than a city's.
County water is a Tampa Bay Water blend of Floridan aquifer groundwater, surface water and desalinated seawater. The 2024 report puts hardness at an average of 210 ppm, stated as 9.8 to 14.7 grains per gallon, at a pH around 8. Disinfection is with chloramines, switched to free chlorine twice a year as routine maintenance.
Water that smells of rotten eggs is hydrogen sulfide, which comes from sulfate reduction in the Floridan aquifer. It is a nuisance rather than a failure. It is also sometimes generated inside the water heater itself, in which case the smell follows the hot tap only and the anode rod is the usual suspect.
This one is worth correcting, because it comes up often. Pinellas County's comprehensive plan states that septic tanks serve less than one percent of the unincorporated population and that very little of the county remains on septic. The exception is a small number of properties in the far northeast of the county near Keystone Road.
If you are in Palm Harbor, assume you are on county sewer unless you have specific reason to think otherwise. That matters for diagnosis: a whole-house backup on a sewer connection points at the lateral, not at a full tank.
Because Palm Harbor sits in the Pinellas County Utilities service area, the county's private sewer lateral rebate is generally available: 100 percent of an inspection up to $350, and 50 percent of repair or replacement up to $3,500.
Conditions apply. It has to be a single-family home connected directly to county sewer, the work has to be done by a county-certified plumber with permits pulled and closed, and the application goes in within 90 days. Funding is first come, first served, so it is worth confirming current availability with the county before you plan around it.
Pinellas requires a permit for work over $500 and names water heater replacement, interior repiping, shower pan replacement and tub conversions specifically.
The county also runs an Offline Field Report programme, where a licensed contractor documents the inspection instead of waiting for a county inspector to visit. Water heater equal changeouts, repipes and fixture replacements all qualify. On a straightforward job that removes a scheduling delay, which is the difference between hot water tomorrow and hot water next week.
County. Palm Harbor is unincorporated, so Pinellas County Utilities provides both drinking water and sewer service, and permits and inspections come from Pinellas County rather than a city building department.
Very likely. Polybutylene is usually grey, half an inch to an inch across, and often stamped PB2110, and it was installed in homes built from roughly 1978 to 1996. Palm Harbor's biggest building years fall inside that window. It was used for supply only, never for drains.
Generally yes. Pinellas County's private sewer lateral rebate covers 100 percent of an inspection up to $350 and 50 percent of repair or replacement up to $3,500, for single-family homes connected directly to county sewer, with work by a county-certified plumber and the application filed within 90 days. Funding is limited and first come, first served.
Yes. Pinellas County requires a permit for plumbing work over $500 and names water heater replacement specifically. The county's Offline Field Report programme lets a licensed contractor document the inspection for an equal changeout, which usually speeds the job up.
Usually not a failure. The smell is hydrogen sulfide, which occurs naturally in Floridan aquifer groundwater. If it is only on the hot side, it is being produced inside the water heater and the anode rod is normally the cause, which is a straightforward fix.
Almost certainly not. Pinellas County reports that septic tanks serve less than one percent of the unincorporated population. Assume county sewer unless you know otherwise, which means a whole-house backup points at the private lateral.
